Add on demand live evaluation of package vulnerabilities

Given a package, irrespective of the status of importers, I would like to force a live check (or re-check) for existing vulnerabilities of a package.

Hello @TG1999 i think i have an idea of how to approach this issue together with issue aboutcode-org/scancode.io#1447 if given a chance to work on them as my Gsoc 2023 project as stated in your project ideas list. Thank you and i would love to here from you.

I think this issue has been addressed in ScanCode.io. I am closing this and moving it there.
