Host HCP tractometry on the website

Dr. Ariel Rokem requests to publish their HCP tractometry dataset. We are asked to host this dataset on our website. To achieve this, the following needs to be addressed

• Create a consent message (it could be as simple as a pop up) for accessing the data
• Create a AWS bucket to upload the dataset
  • The bucket is created, but we need to finish financial assessment on AWS usage before adding more cost (Conduct cost analysis on AWS services #648)
