Introduce SQLa VS Code plugin to improve non-technical DX

Check out ts-sql-plugin and similar VS Code plugins as the starting point for a SQLa VS Code plugin. At a minimum we want to be able to do syntax highlighting for SQL inside template string literals and then add more functionality from there (such as seeing Quality System documentation when hovering over symbols in TypeScript, etc.).
