This is probably an error which let's navit still running?
If so it just means that the dummy implementation that doesn't do anything couldn't be loaded, and therefore it does nothing with traffic as well. Just without the null plugin, which isn't a problem.
But the question remains why the null plugin wasn't there.
How have you installed navit. Via package manager or via compilation?

I have both, only unzip, no compilation, but I run via package manager.

error is changed, i think,
(navit:4800): GLib-WARNING **: 17:47:55.139: GError set over the top of a previous GError or uninitialized memory.
This indicates a bug in someone's code. You must ensure an error is NULL before it's set.
