We are a few major versions behind, and there are some breaking changes to handle.

This PR was opened by dependabot, but we actually need to spend a little bit of time getting the upgrade in shape before merging.

Development and testing

  • Semantic-release has a "dry run" feature that can be used to test

Definition of done

  • semantic-release upgraded to 24.0.0
  • commitlint updated to reflect any changes
  • Release job completes on merging

Post-merge tasks

  • If the release job does not complete, start a new PR against this ticket to fix the issue
