Add the following CI/CD GitHub Actions for the project:

  • A pipeline to test PRs and commits on branches.
  • A pipeline that deploy new tags (or new versions? I'm not sure what's better) to NPM.

I never automated a NPM deploy but I already automated Java/Kotlin projects with GitHub Actions, so I know that I'll need to create some deploy secrets. In this case, just tell me here or on the PR regarding the deploy secrets and I'll go ahead and set them up.
