Create help page for public body questions [#1057]

My suggestion here would be: we have a generic boilerplate which attaches to each question via an include - it would be no trouble to add a “why am I seeing this?” link that branches out to a help page which includes a reminder as to who we are and gives an overview of why the question appeared. It’s not strictly necessary, but it does feel like a nice to have.

Can I just clarify that this is referring to a help page explaining why users have seen some of the interstitial questions? If yes, would you see this as being a stand alone page, or could it be integrated into one of the existing pages? I'm thinking it'd likely need to be a distinct page.
