pims_id not updated if datadotparl_id already present

json-add-new-parl-ids will only update parliament IDs for people who lack a datadotparl_id which means if the pims_id is added at a later date it will never be updated.

The script should update other_identifiers for people who lack either a datadotparl_id or a pims_id.
