Add constituencies for London Assembly Members

Following on from #101, it would be useful (if not crucial) to include constituencies for London Assembly memberships.

The data is already in Wikidata, but none of the relevant constituencies save Greater London are currently included in ParlParse. Ideally the script should make sure these exist, rather than relying on human intervention.
