As the data changes significantly with each new generation, we should note what happens with a new generation, explain what happens if people do/ do not specify an explicit generation, etc.

Not exactly the same, but I have updated http://mapit.poplus.org/docs/self-hosted/import/global/ with more details on the filtering and importing.

Have added public HTML /generations.html page linked from docs (not the most obvious place, I grant you). Still think this needs a little text as per ticket about how boundaries might disappear/reappear.
