_why_they_should_reply_by_email - needs a brief explanation to the user of why authorities should reply to requests by email, telling the user to tell this to an authority that has asked for their physical address - eg. the UK version says: "The law, the Ministry of Justice and the Information Commissioner all say that an email is sufficient (more details). At the bottom of this page, write a reply to the authority explaining this to them."
