Work out plan to handle marking Isle of Scilly plus updating post launch council amendments

As discussed in today’s catchup call with CEUK:

Correcting scores in one month time – have a process for councils to challenge their scores in the first month – can CEUK update scores etc in GRACE?

(SD) Will have a think about how best to do this, alongside the Scilly stuff. Because GRACE currently applies marking stages across the whole site, so you’re in “first mark” for everything, or “right of reply” for everything.

I think #123 should cover the technical side of this.

The non technical side is pretty straightforward:

1: CEUK nominate some people to be first markers
2: set these up in GRACE with assignments for Isles of Scilly, and Marker response type set to "First Mark"
3: once First Mark done add in Isle of Scilly for Right of Reply and contact them
4: similar to 1 & 2 but with Marker Response Type set to "Audit" to audit markers.
5: import FOI and national data results.
5: regenerate marks

Should run much as normal.
