Sometimes users make sets of requests over a number of batches, it would be useful to collect these, so for example, they can be cited together if they are used in research or a news article.

It might be useful to be able to offer features such as annotations on a batch of requests to those who initially made their requests one at a time.

Public/user tagging of requests #2302 might also be a way of achieving the same aims here. I don't know if requests in a batch already have a shared tag.

Could this be done automatically when a user makes a series of requests with the same title to a set of bodies within a certain time-frame?
