Consider allowing censor rule with no replacement text to help with PDF redactions #5989

Currently the censor rule system requires text to be removed to be replaced with something.

I am wondering if in some cases it might be made possible, or easier, to redact a PDF and not corrupt the PDF, if it was possible to just remove material without replacing it.

to remove "am " without a replacement, however I'm not sure that's entirely equivalent.

I'm going to immediately backlog this as I don't think it's likely to work, but it is a feature I sometimes would like to try when battling censor rules which corrupt PDFs.
