Currently the censor rule system requires text to be removed to be replaced with something.
I am wondering if in some cases it might be made possible, or easier, to redact a PDF and not corrupt the PDF, if it was possible to just remove material without replacing it.
Perhaps this isn't needed as one can replace

I'm going to immediately backlog this as I don't think it's likely to work, but it is a feature I sometimes would like to try when battling censor rules which corrupt PDFs.
