Admins ought have an ability to set the visibility of request threads to "requester only" via a simple form on the request page containing a drop down to select between:

i/ Vexatious.
ii/ Not a FOI request.

This ought trigger an automated email to the user to explain their request has been hidden and why (and letting them know how to get in touch if they think we've got it wrong).

Admins might be prompted to review requests either by the contact form, emails to the team, and requests marked as for admin attention or via a mooted "report this" button.

Consideration: Impact on team's workflow; - I think it should be OK
