Document all the help page anchors that are used in the main site #1820

It would be good to have a checklist of these so that we can make sure translated versions of the help pages aren't causing broken links from the main site.

You can find most with a search of help_\S+_path.

There's a lot of variation of concatenating the named path with a string (e.g. help_requesting_path+'#moderation') and (correctly) using the :anchor option (e.g. help_privacy_path(:anchor => 'anonymous')

Its probably worth putting a bit of extra effort in to write a script that prints them out in a nice format:

FILE_PATH:LINE_NUMBER
LINE_OF_CODE_CONTAINING_PATH

So that we can use it as a base to automatically check that all anchors used in the site have the section linked to.
