Help links like the "?" one below often navigate to a new page.

Look at whether a one-line tooltip would give enough help/context to cover most use cases. Text in tooltip could have a link to the full explanation for those more interested.

Some links open off-site pages, so we should highlight this.

For reference, the main one which caught my eye was #1497 which I've somewhat fixed in #1534.

I think this ticket was erroneously merged into #1532 when, in reality, it has nothing to do with headers or footers. Reopening.
