Keep "Possibly related requests" box open if it has opened once #1499

In user testing this box kept opening and closing which looked distracting.

I think Stack Overflow does this well, so worth taking a look at how we could make this better.

I also think that it isn't really obvious what it is; it just looks like some extra noise text.
