They suggest this would help them catch problems where they've changed the name in the signature on the request but have not realised the username will be displayed (and sent to the public body).
My view of this is I don't think it will affect many users at all; but there's no harm in it. Providing a clearer preview of how the request will appear on the web might well a reasonable thing to do, and could alert first time users who've not understood that their request will be sent in the name of their username even if they edit the default signature within the message.
An alternative / additional approach could be a warning if the user edits the default signature.
