Vaccation notice doesn't show when all products are in draft status

Hi, I activated the vacation mode but the vacation notice is not shown on the /shop/ page when all my products are in draft status.

For me, this is a bug. Even if my shop don't have any published product, my shop can still be in "vacation". I don't need to have products in my shop to say: "Hey, I am on vacation".

Can you please fix this bug? 🙌

PS : when I set at least 1 product to published status, of course the vacation notice is correctly displayed.
