Cull taxon name variations prefixed with 'xx'

There are 700 examples of taxon variations (= synonyms) containing 'xx' as prefixes but whose accepted scientific name do not have 'xx' prefixes. Some of these variations were accumulated from incomplete workflow or inability to flag issues (eg speckey 501068) whereas others contain notes (eg speckey 1060803). Must first verify that there is not intended link to an object.
