Load deployers public key (global tss key) from contract

Nodes are currently relying on the global tss key that they get from a single deployer node.
To prevent a single hacked/malicious deployer from giving a wrong global tss public key to nodes, this key can be configured as a variable on the node manager contract and be loaded from there.
