[Core] Normalize folder names / file names #3737

There does not appear to be a structure for the file and folder names in the MUI repo.

Some file names begin with a capital letter, others don't. Some folders have dashes, others use camelCase.

To open discussion, I would like to suggest that the repository sticks to lower case.
