It would be interesting to have a badge, which, when awarded, allows the user to create badges.
A little more complex would be a "badge award prerequisite." This would allow a user to award a badge provided they have been awarded another badge. At the very simplest level, there could be a single badge which provides this functionality for all other badges, and instructors would be expected to achieve this badge before using the system. But taking it further, it puts instructors and students in the same situation - an instructor can't award a badge until they have displayed mastery of the topic and assessment of a particular badge. The badge-awarding-badge would be of a higher level than the badge which it allows the awarding of. Also, it could allow students to take more of an active role in the assessment process.
Potentially, this could be taken even further as a general access control mechanism.
