Steps to reproduce

open 2 tabs.
click on any text area on any page. here is an example https://developer.mozilla.org/en-US/docs/Web/HTML/Element/textarea
drag left or right

Expected behavior

selected tab does not change

Actual behavior

tab is swiped and changes

Hi this is a duplicate of #12865. @andreicristianpetcu you will notice that it happens outside the text area as well so long as the keyboard is out
