feat(NODE-3784): Add enableUtf8Validation option #3074

Description

What is changing?

A new option was added to the db, client, operation and collection classes to allow users to enable/disable utf8 validation.

The legacy response class is not modified - deserialization changes are only present in the BinMsg class.

Is there new documentation needed for these changes?

Yes

What is the motivation for this change?

UTF8 validation is now enabled by default. Disabling utf8 validation can result in a performance benefit for users.

Double check the following

  • Ran npm run check:lint script
  • Self-review completed using the steps outlined here
  • PR title follows the correct format: <type>(NODE-xxxx)<!>: <description>
  • Changes are covered by tests
  • New TODOs have a related JIRA ticket
