.deb generated is (always?) native #199

lintian is reporting this:

wrong-name-for-changelog-of-native-package

I don't see a why to specify that the package to generate is non-native.

I don't get what lintian wants here. The description of the issue only says what native debian packages should do. Does it want changelog in a non-standard directory? Which one then?

I parse it as "this package shouldn't be native". Which I think is right, since the contexts of the .deb is not Debian specific.

It's unclear to me whether this is a technical concept (what bytes in the package make it non native?) or only a theoretical or administrative one (certain names or package sources are blessed)

I've found sample "3.0" packages here: https://people.debian.org/~hertzog/packages/debsrc3.0/sample3_1.0-1_all.deb

and I don't see them specifying the version.
