Generate HTML and CSS without rerunning benchmarks

As HTML and CSS will be embedded in the Wordpress site, we may need to make changes to the HTML and/or CSS to match the Wordpress site if the styles on the site change.
Second issue would be if there is an error of bug that is discovered later in the output.

Counterpoint, does this cause issues with versioning? As long as JSON is the same is this enough?

Agreed. I temporarily removed this from coffee when we switched over to newhelm. Hopefully we can add it back as newhelm stabilizes.
