MLPerf console logs are coming empty

Currently the MLPerf inference console logs are coming out to be empty. It'll be good to fix this and also add a Github action to check the completeness of the generated submission files (which are currently not mandated by the submission checker) - for now just adding this check is fine and later we can extend it.
