Add netlify config and deploy on netlify. Quickly check if some free solution would fit the purpose as well.

It makes sense to proxy ctl-runtime queries in the netlify config, because

  1. it allows single ContractParams (so in turn the whole js bundle) be used for deployment and local development/testing
  2. its easy.
