Stuttering issue recent builds

There's a huge amount of stutter when moving and turning on all resolutions since the last few updates (sorry I don't know the exact one but it's been an issue for at least an year) I got tired of waiting for a fix so I'm creating this issue here
It gets worse on lower resolutions (not scientifically proven but it looks like the stutter increase on lower resolutions)

It makes playing more difficult wads like sunlust extremely difficult as aiming is way harder with the stuttering
