renovate: golang version #35

Renovate does pick the golang version from my go.mod correctly, but i would like it to also update my workflows. I think some annotation/comment is needed in my workflow files, though I am not sure which/how.

tried this in talswitcher and it introduced some errors in renovate. further investigation is required but it is not a high priority. I'll probably manage this at the reusable-workflows repo level. Closing for now
