Low IP Prefixes prometheus alert

Background

Create a prometheus alert for when the IP prefixes are low using the new metrics from the updates to the subnet exporter .

This ticket depends on issue #6550 being completed first.

The data will need to be analyzed to decide what is an appropriate threshold to trigger then the count gets low.

When the alert triggers it should trigger a message in the low priority channel.
