IAM User cleanup

Background

Review, audit and action all IAM users in the Cloud Platform who either:

• have no access keys
• have an access key that hasn't been used in a while

Either delete them, or deactivate their access key if it's not been used.

There is a spreadsheet as the review has been completed.
