Describe the bug.

Not really a bug, but the message is no longer necessary as the S3 bucket 1000 limit has been lifted. For the last few weeks we displayed a message about this to users, now we can remove entirely.

To Reproduce

N/A

Expected Behaviour

S3 bucket limit removed.

Additional context

Keep the logic in place so that broadcast messages could be displayed again in future easily
