💰 🏷️ Enable Cost Allocation Tagging

The purpose of this ticket is to enable Cost Allocation Tagging in our AWS Accounts.

This will require updates to allow these tags, in the AWS Root account.

This will enable enhanced understanding of the cost of Karpenter EC2 nodes.
