You downloaded the wrong apk if you are running on an x86_64 platform you need a x86_64 apk otherwise it won't work

If you are trying to download an older version then that might be why if not then try talking to ChrisHX the latest launcher supports up to version 1.16.66 going one version above it won't work (I tried)

How do you get an arm32 Minecraft Version on a x86 pc in the Launcher?

With this launcher?
On an android device, then imported the apk?
With this launcher on a different pc then copied the files to new pc?

You cannot use an apk downloaded from google play with an android phone, it downloads incompatible native libraries.
This launcher has no arm32 emulator.
Get the x86 version of the Game instead, the launcher does this for you if you sign in.
