Close with reason: Duplicate of microsoft/winget-cli#1701;

Download URLs such as https://aka.ms/vs/17/release/vc_redist.x64.exe have to be manually updated by the engineering team that maintains these URLs so these are usually behind the latest production version of Visual C++ Redistributable.

For example: If you take a look at one of the repository that tracks the latest releases of Visual C++ Redistributable — such as https://github.com/abbodi1406/vcredist/releases — you will be able to see that there are URLs for 14.34.31931.0 (abbodi1406/vcredist@0f129c0) while the version I checked as soon as this issue was posted was on version 14.32.31332.0 using https://aka.ms/vs/17/release/vc_redist.x64.exe.

As of this week — these URLs should now point to version 14.34.31931.0 which are the same URLs listed in abbodi1406/vcredist@0f129c0 to solve a few glaring issues on ARM64 devices; and more.
