winget installer can't complete AzCopy.10 upgrade.

Actual behavior

winget installer always holds Microsoft.Azure.AZCopy.10 process.

Expected behavior

• Cannot upgrade/uninstall nested portables coming from an older version of WinGet winget-cli#3279

Can you try the recommendations listed in that issue to see if it helps unblock the uninstall/install/upgrade flow?
