Description of the new feature / enhancement

Hello, can you facilitate the addition of older versions of different apps that the publisher makes available via a mode that uses the existing app metadata and installer info and asks to paste the URL, then asks for the version, than makes the pull request, then asks if you want to add another older version?

Proposed technical implementation details

@upintheairsheep, just so i'm understanding the ask here...

Is this older version a completely new manifest of an existing app (older version has not yet been checked in) or are you trying to update an existing manifest that's not the latest version?

What is the reason for wanting to have repeated PRs in the same command? Our design philosophy since the beginning has been that one command should be responsible for creating/updating a single package/manifest at a time.
