Using winget to uninstall libreoffice caused unwanted and unavoidable forced reboot in Windows 10 #3988

Brief description of your issue

What is expected to happen is if one uninstalls LibreOffice via provided reproduction steps, it does not automatically force reboot Windows 10 Pro.

What happens is after winget finishes uninstalling LibreOffice the computer force reboots with no chance for the user to decline via command line switch or GUI interface.

Potential duplicate of #229

WORKAROUND: Use Chocolatey, as it has a prevent reboot functionality built-in since 2015:
chocolatey/choco#316
