History Navigation requires addition arrow-up to go to previous item

testing #52804:

• in search viewlet enter "foo" in edit box and press return
• in search viewlet enter "bar" in edit box and press return
• press arrow-up key once

Observe:
The edit box still shows "bar" (and not "foo"). Another arrow-up key is needed.
I would expect that the first arrow-up key already shows the previous item.

The problem exists for all text boxes with history
