On the very first run of VSCode verify that a new page is opened in the default browser and that it takes you to the code.visualstudio.com.

If this is not a fresh version of VSCode, you can do the following:

open developer tools
go to resources, local storage.
delete workbench.hide.welcome
refresh VSCode window
Verify that a window is opened & the from parameter and machineId is as expected.
from local storage delete telemetry.machineid and repeat 4-5.
