Toggle maximize panel should restore the old panel height not the default height #13898

Steps to Reproduce:

  1. Show terminal panel
  2. Reduce the height
  3. Toggle maximize panel
  4. Toggle maximize panel, notice the height of the panel is the default, not that set in step 2
