Testing #131278

I wish there was some way to know if a terminal was visible similar to:

vscode.window.visibleTextEditors

that only gets visible text editors.

What I wanted to do was basically say if this terminal is visible, then split it. If not, open as a new editor.

Sounds like this is an extension of #15178, wouldn't want to add terminal-specific apis for this.
