With the last update of july 2021, if you go to the JSON settings editor, the search toc is always hidden, even if you set the setting "workbench.settings.settingsSearchTocBehavior": "filter".

I'm not sure if you are referring to the split JSON editor which was removed, or if you are expecting the toc from the GUI to be present in the json editor, which it isn't.
I was referring to the split JSON editor ("workbench.settings.useSplitJSON": true). I didn't know it was removed. Sorry. This option ("workbench.settings.useSplitJSON") needs to be remove.
