This pull request resolves #181

Description of changes

Updates @microsoft/fast-foundation package to acquire an upstream bug fix that fixes an accessibility issue where dropdown options were not being announced by screen readers.

I'm seeing/hearing the same behavior as before with VoiceOver. The component announces itself, but I don't hear the options announcing themselves as I arrow up/down through the list.

Huh, that's so odd because the options announced themselves to me while using VoiceOver, I just had inconsistency in being able to arrow through the options.

Did you test this on your PC by any chance?

Disregard—wasn't yet on fast-foundation ^2.30.0. Works great!
