From vscode-js-debug v1.83.0 Prod and v2023.9.1317 Nightly Preview.

Please using vscode v1.82.0 or install vscode-js-debug v2023.8.3017 Preview as the temporary workaround.

There are some active issues in Hermes repo related to debug breakpoint location. Will check if it's related to this.
