NAtive editor cell movements don't dirty the file #3057

  1. Open up an ipynb with the native editor
  2. Don't run it, but move a few cells around with up and down
  3. File is not marked as dirty, can't tell if I'm in an edited state or not.

Working on save all on vscode shutdown. Fixing this at the same time makes testing the other issue easier.
