Build Version: 20230827.4
Regression: Previous release (v0.15.10)

Repro Steps:

  1. Open a template file in VSCode.
  2. Navigate to Output window -> Check "Azure Resource Manager Tools" tab.
  3. Check the log message.

Expect:
The "Language server nuget version" is 3.0.0-preview.23156.3.

Actual:
The "Language server nuget version" is Unknown.
